Looks like an incomplete random collection of service manual pages with technical service bulletins mixed in, all in random order. This is nothing like what their site advertises.

I see that key engine, transmission, brake and suspension sections are extremely incomplete or completely missing.

Very disappointing.

I will dispute this with my credit card, and I will lodge a complaint with the various authorities, and I am going to show this to my attorneys, they are going to have fun with these goons.

It was much larger than i expected. 5 documents at 12k pages each. Its not something ill actually be able read but its easy enough to find what you need..
The Ford F250 manual is much easier to navigate at just over 8000 pages.
If i spend the money for Adobe Acrobat Professional ill be able to break it down into manageable bits.
Both manuals area great value for the money.

Known issues on the 1989 E-350 Econoline Club Wagon. Twenty-nine complaints are logged with NHTSA for the 1989 wagon, the service brakes accounting for the largest share and the engine and cooling system and the structure following. Three recalls are on federal record: a snap ring on the transmission output shaft that could fracture and leave the park gear disengaged, a dual fuel tank selector valve that could overfill a tank, and the harness ties that could break and drop the wiring onto the engine.
