Known issues on the 1999 Express 1500. One recall stands against this year, and it involves replacement oil filters sold for these engines: the affected parts may not seal properly, letting engine oil escape and, near hot surfaces, start a fire. Owner complaints number only four, three of them on the electrical system and one on exterior lighting.
