Known issues on the 1999 Cougar. Eight recalls sit on the federal record. Contamination in the fuel delivery module's filter can choke the flow to the engine until it hesitates, loses power, surges and finally stalls. A corroded pressure reducing valve in the rear brakes of cars without anti-lock can let the rear wheels lock under braking. A heater blower resistor whose blades score the harness connector raises resistance until the circuit arcs and melts the housing, with fire at the end of that path. Complaints number 521, led by brakes at 73, electrical at 64 and engine cooling at 58.
