BRAKE ACTIVATED AND AT A COMPLETE STOP, THEN THE CAR STARTED MOVING FROM A COMPLETE STOP WHILE FOOT IS ALL THE WAY ON THE BRAKE. CAR DID NOT REGISTER SPEED AT THIS TIME.
